In response to the impact of declining birth rates and to remain resilient amid the increasingly competitive higher education system while pursuing financial stability and sustainable development, Fo Guang University (hereinafter referred to as "the University") initiated the “College and Department Adjustment Plan” starting from the 2022 academic year.

In the 2023 academic year, the College and Department Adjustment Planning Committee was formed, with President He Cho-Fei serving as the convener, and Dean of Academic Affairs Lin Hsin-Hua and Chief Secretary Chen Yen-Hung serving as deputy conveners.

From August 23 to 25, 2023, the University held a faculty and staff consensus camp at the Fo Guang Shan Main Monastery. During the general discussion session, President He emphasized:

“In university development planning, a clear explanation of the transformation path for departments is essential. The names of colleges should be finalized according to the timeline, while department names may remain temporarily unchanged. Any changes to department names should take into account professional development, market recognition, and curriculum design. Comprehensive consideration and thorough discussion are required before making adjustments.”

Following deliberations by the College and Department Adjustment Planning Committee, the Supervisory Council, and the Administrative Meeting, it was resolved that beginning in the 2025 academic year, the College of Creativity and Technology will be renamed to the College of Applied Technology and Design.
